Most commonly caused by too rich a fuel mixture. First and easiest checks are the air intake openings, air filter, and choke.

sounds like your car is running a little rich. i would start by asking if there is a check engine light on. if there is take it in to have a scan done. other word it sounds like your o2 sensor might be bad. it could also be from a restricted airflow to the motor. or that your car needs a severe tune up. i would have a certified mechanic check it over. besides that it is a 96 neon, which in my opinion are the worst cars ever made, there could be numous problems with it that iether you cannot diagnose or that are not showing signs yet. im also taking a guess here but im pretty sure that your way past your 100,000 mile mark. and if so have it 100k service done. but dont expect it to last much longer after that. known problem in these cars were bad head to block seating after head gasket replacement. stupid iron block and aluminum head, two diffrent materials that disipate heat and expand at two different rates.

Black smoke is signs of burning too much fuel to air mixture. A tune up and changing the air filter should help. You may need to adjust the timing as well.

It might be your Oxygen Sensor, or depending on how many miles are on it, it could be the rings wore. That can also make black smoke from where your oil is bypassing the rings and being burnt.

definitely running rich... could be a # of things! timming, pulgs not firing completely, air/fuel mixture not set correctly... carbon build up... IAC valve...etc ...have a mechanic give it the once over.

It could be you need a oil Change or your rings are bad. I would try to Change the oil first.
