No, naruto is not based on a real character/someone who existed. Now, naruto's other half, kyuubi is based off of Japanese legend of hte 9 tailed fox, but naruto himself, was purely made up.

The characters in the manga/anime aren't based off of real characters, but some names that come out in the series are named after ninjas that really existed like Jiraiya, Sarutobi, Sasuke. The kyuubi is based off of the Konmou Gyokumen Kyuubi from Japanese legends and mythology.

Do you mean is he based on a real person? If that's the question, then I doubt it, because the person who wrote it mainly just wanted to write a story about a ninja that was really out of place.
