Yes, I would.
In todays society, receiving a hug from a stranger for no reason at all would be looked at as "strange" "creepy" "desperate", etc. But I believe this concept of free human affection is wonderful. So many of us live our lives without ever regarding the stranger walking or sitting next to us as a person with a history, feelings, or a soul. We've all had our ups and downs and can all relate to "needing a hug" If more of us would open up and show compassion for our fellow brothers and sisters, if you will, then I think we all have the power to make a small change in someones life.

No. But if the situation was reversed I would want someone to hug me because I like to be hugged by strangers.

That totally depends on WHERE they are, What they are doing, besides just standing there, Who is with them, When they want it and Why do they want it.
Or if I am in a very good mood I'd just say SURE WHY NOT. Just make sure I do not have any valuables on me or in my pockets.
