First of all, the chat room thing is called PictoChat. You don't need a game cartridge to do it and it comes on every DS/DS Lite.
You can't chat over WiFi, but it is wireless to chat with anyone directly. There are four different chat rooms- A,B,C, and D. There can be up to 16 people in each room at a time.
To play on WiFi, you need a WiFi-enabled game of course, and you will need a supported wirless router, or the Nintendo WiFi USB connector. Routers may cost more, but they are better because of better signal strength, plus you can use them for other game systems or computers to connect, not just your DS.
