This would be to stop draught and the noise of the chimney in windy nights. In my last house the privious owners stuck newspapers up the flue to stop the noise of the wind.

Yes most chimney or stove shops will have. then is just a matter of reaching in and up with a fireplace poker to catch the arm to open or close the flue. Most modern fireplace have this. My folks house was built in the 50's and the this was built into the fireplace. Check with your contractor or sub to be sure this is specified in the plan.

You can get a new/replacement flue from a specialty shop that deals in fireplaces and or wood stoves. Most pre-fab fireplace units have built in already.

DO NOT Be so stupid as to close off a flue ! these are put there to stop the carbon monoxide poison gas from coming into your room !
carbon monoxide is the silent killer it has no taste / no smell / you just feel drowsy then fall asleep you will not wake up !
PLEASE DO NOT EVEN CONSIDER BLOCKING OFF A CHIMNEY FLUE YOU WILL DIE !!!!!!!!!
I think i would prefer to put up with the noise rather than end a life .....................
