A W-9 is required anytime you accept a job offer. This is how the employer verifies to the government that they are hiring a legal US citizen or resident who is permitted to work in the United States. They sign that they have seen your Social Security card along with some form of photo identification such as a drivers license.

FYI: When you have a job where you are an independent contractor and taxes are not withheld, that form is a 1099-Misc. Your principal contractor should still require a W-9 even if not holding out taxes.

The W9 form is used for income received when the employer does not file the taxes for you. You need to file the W9 form for the income and you will be responsible for all income taxes related to that pay.
