You may not be able to get to the specific owner in all cases, but you can find out who owns the block of IP addresses that this address comes from, which is typically the ISP. It's called a WHOIS search. One good source is the ARIN database.

No, not really. YOu can find the Owner of the IP, say AOL for a person on AOL's ISP System, but the whois and DNS lookups only show you the owner of the IP, not the end user.

Many firewall programs provide an IP Backtrace option in their security log allowing you to identify the address information as well.
