Telecommunications means communicating at a distance. It is all encompassing. Digital communications is a subset of Telecommunications.

Digital communication is any form of communication where information is encoded into bits (think 1s and 0s, or on/off). Almost all major communication systems are now digital at some point because it makes it easier to transmit, store, and otherwise deal with. Telecommunications refers to the more general issue of systems that pass information from one point to another. This can include telephones, radio, television or even smoke signals. Telecommunication systems can be digital or analog. One way to understand the difference between digital and analog is to think of a regular light switch as digital. It is either on or off. Analog is like a dimmer switch that you can turn up the intensity over a range from on to off.
