Quality
Performance
As a consumer, you pick 2 and the 3rd is done by the supplier.
An old machine, that is slow, will be cheap. Your gonna get what you pay for. The difference between slow and fast, in terms of dollars, is shrinking fast.
For a new, quality machine that is cheap, contact any system maker (Dell, HP, etc) and just tell them you want cheap.
For even cheaper, look for a PC store in your area that is not a franchise chain. Often computer repair shops will have good deals on lower quality but much cheaper PC's.

You do not want to lease a computer (rent-to-own). you will end up paying around 2000 bucks for a 300 dollar computer.
save up 400 bucks and go to sams club. you can get an emachines for 299.

emachines used to be a horible brand. but they have gottin fickin better. iv used a couple emachines in teh last few months and their frickin rockin. espically for 300 bucks
