The difference is at the ISP it self. that's the most important thing.
Today Fastest Internet connection's ADSL and Fiber Optic. But Cable's enough.
Minimum Spec to gain fast internet access (just for browsing and viewing video) :
Intel P3-1gb
Memory SDRAM 256mb
any AGP card
HDD at 7200rpm.
If your computer better than those, than it'll be better, but not much effect. Because I already test RAM 512mb vs RAM 1gb for internet browsing is a same. nothing makes the difference. If you're doing multi tasking jobs, like browsing while editing photo under Adobe Photoshop, then 1gb give some effect.
Quad core vs Dual Core or 64 bit vs 32 bit are no much effect for the speed of internet connection, because the minimum for fast connection's P3, and P3's 32 bit. P4's more than enough. Even Celeron P4 generation can do it.
Video Card did not give any effect at all.
Minimum RAM's 256, but 512's better. If you like doing multitasking jobs, 1gb's enough.
OC / Over Clock give nothing at all, it just make your Processor / Memory Life time goes shorter.
OS didn't give much effect. Win XP's more than enough. but in WinXP Do not use IE. why ? because IE's Slow and unsecure ( http://www.stopie.com ), use Mozilla FireFox. It's fast and secure.
Stoping background process if your processor P4 and memory 512mb. That's no effect at all.
802.11g vs 802.11N router doesn't give significant effect.
To test the CPU speed use Sis of Sandra and many other program for benchmark. But for Internet connection download it and see the download transfer speed.
To boost your download progress use IDM - Internet Download Manager ( http://www.internetdownloadmanager.com ) This give a lot of support.

The biggest problem is your Internet connection. To be quick you must have a broadband connection Cable or DSL, the fastest service they offer in your area. The computer really can't do much if your access speed is low (dial-up). Remember that a person on a corporate high speed system will typically have a better chance than even fastest home access. Where I worked people would buy their tickets even staying late or coming early because the companies Internet connection was ten times faster than the fastest home connection.

Your box is more than fast enough for a quick internet access. Unfortunatly, internet speed is not only dependant on your box but all of the boxes it is routed through. For instance, if ticketmaster's web server is backed up with too many people logged in wanting tickets, you may have to wait no matter how fast your own connection is. Things you could do is have less programs running in the bckground. Additionally, some firewalls and antivirus software can slow down your connection too.

Beefing up your computer to quad core is not going to help you much. Some things you can consider:
Ram always helps, get 2gb of it.
A less intensive browser (such as firefox or opera) is typically a little faster at processing web pages
Check and see what type of anti-virus, anti-spam, firewalls you are using. A lot of the softwares all slow down your browsing (mcafee is notorious for it)
Check your distance from your router and the strenth of the signal. Going from a 802.11g to a n is not going to help. 802.11g can support up to 100mbs, which is probably ten times faster than your current connection speed.
Make sure you have broadband, such as dsl or cable. Cable is typically faster.

It isn't going to make any difference what hardware or software that you run when accessing the Internet, if your ISP is a slow connection.
Once you have a fast Internet connection, then you can worry about hardware/software.

your intel processsor is the most important thing the higher the processor the more speed you will have. Also the less uneccessary garbage you put on the hard drive the more space you will have which will let your computer run faster. 64 gig instead of 32 would be better.

The 802.11N is just a farther range, not a faster speed because a laptop can not go that fast. how about google web accelerator at webaccerorator.google.com.

well my friend had the same type of problem. we added 1 gig of ram and he switched to mozilla firefox as a web browser
and he now uses micro pc cillin for anti virus and he's now getting way better load times. but im sure its effectiveness
vary's from place to place depending on the qaulity of connection.
