Honestly, some restaurants do have their bald chefs/cooks wear hairnets, it sounds stupid, but it's true.

If I were the owner...it would depend on if they were completley bald of they still had some amout of hair...do to health inspection reasons....but most likely I would say No!

If they have facial hair, then YES.
I have seen a bald guy that had a goatee once, and he had to have a "beard net" on his face. It was actually quite funny.
