Don't know of a library site. You might ask this question of the Librarian at the Library of Congress' website at: loc.gov. If you like sci-fi/fantasy go to Baen's Books and sign in there, when you get confirmation you can go to the chat room and converse with other readers or the Bar and have conversations about books with others like yourself and even the authors of books because they often frequent this site. If you wish to read and download free e-books you can do that too. Have fun.

In addition to project Gutenberg, many public libraries purchase rights to ebooks. You just need your library card to access them.
