My advice is to do something that doesn't hurt anyone. Dumping dog do-do on the front porch. T-P the tree. That kind of thing. You could even use spray snow from a can and decorate the car. Pranks are not to do damage to anyone or anything. Just to be funny and annoying.

Do an upper decker. Get invited into their house. Then ask to use the bathroom. When in the bathroom take off the back of the toilet and give them the #2. Boy will that be a suprise in a couple of weeks.

Burn their house down or throw a brick through their window for laughs. Or if you want to go easy then light a flaming bag of do do and ring the doorbell. Run away quickly and the neighbor will try to stomp out the fire... HAHAHAHAHA!!!

YES! Thank gawd someone asked! All you have to do is call them a milllion times and then hang up each time. Then, ring their doorbell and run away. Then, invite a friend over to help you and hang a balloon full of flour and water over their door so whenever they open it....... SPLAT! Perfect plan!
