I want it to be fun and semi-easy to play but able to keep the interests of those playing.

Example: 2-3 players set up a game play of army men, then the players roll dice to see who shoots first and then players roll dice for damage.

Maybe once key army men are taken out the game can be won....

Any other ideas? Please give them.

Lots has been done along these lines in the past. HG Wells was a fan of wargaming. You might have a specific strategic objective or you could simply make the goal to kill your opponent's general(s).

I've also added some sites. Maybe they could provide some inspiration.

You might want to check out these sites as they have already developed such games. They should give you an idea what has been done and that why you can bring a new approach.
