yes he did but only when Superman was interrupted.
Occasionally, the top speeds of the Flashes are light speed, although Barry Allen and Wally West have been shown to have sped faster than light . On several occasions, the Flash has been shown in various races against Superman to determine which one is faster (or as part of a mutual effort to thwart some type of threat); these races, however, often resulted in ties (or indeterminate results). However, in recent races between Wally and Superman, West has been shown to be the faster of the two. It should, however, be noted that the Silver Age Superman was much faster than the current one.
Superman did go so fast in the movie he turned back time if that helps.

The Flash can tire out if he runs for a long long long period of time. Superman can lose speed if kryptonite is near, or if it's night out since Superman's powers are derived from the Earth's Sun...if conditions are correct and Superman doesn't use heat vision or something then it will be a fair race. You would need like 50-100 laps around the world to see who wins. Superman can move so fast he could turn back time (the movie). It's hard to tell.

Yes. The Flash is able to run at speeds faster than light. Superman cant do that.

He already has, several times. They don’t call him the fastest man on Earth for nothing! Granted, superman is super, but that just means that he’s better than the rest of us. I’d sure settle for being second best at everything!

Flash! In the recent cartoons Flash has gone so fast as to completely become speed itself. He completely vanished into another dimension and had to be pulled out. He swore then never to run that fast again.

Yeah, kind of diminishes the "Fastest Man on Earth" title if you can be beaten by the slowest Kryptonian on Earth
