When i move my finger around in his right eye's field of vision, he does not respond, but when i move my finger in his left eye's field of vision, he retreats into his hide box. His right eye is smaller than his left eye (normal sized eye). Is there any treatment i can apply to help him get better? Will the size of his Right eye become proportionate to his left?

That's what it sounds like.
Take him to veterinarian, just incase it needs medication; it may just be build up of something.
Treat your snake with lots of love. (:
Don't worry, maybe he was born with that.
