What this means to me:
A fool is always ready to give an answer or advice on things or subjects that they know nothing about.
A wise man listens first and considers his answer before he presents an answer.
Even a fool can be considered wise if he can keep his mouth shut.

...it means 'that this is the common and popular attitude and mind-set of people whom are aware of the full truth and nature of relationships in environment' but say nothing.....versus the persons in free society who seek to share and explore the more full truth and nature of relationships in environment but is unaware of the dangers of doing so. that is what the above partially true social philosophical axiom represents to me.
