Yes, it's true. They could make the playoffs if they win out, but they'll still need some other things to fall correctly. This is from an "expert" on playoff scenarios:
"Despite the ugly loss to Philadelphia, it would seem that the NY Giants still control their own destiny to make the playoffs this year (the Giants beat Atlanta head-to-head earlier this year). However, Atlanta could use Philadelphia in a 3-way tie at 9-7 (assuming Philly beats Dallas and loses to Atlanta week 17 and Dallas wins week 17) and that would keep the Giants out of the playoffs."
Still, their chances are very good if they win out, because the above scenario isn't likely to happen.

Eagles vs. Cowboys this week is the big game. All the Giants have to do is win, and see which of the two teams loses. As long as the Giants end up 9-7, they should make the playoffs unless the Atlanta Falcons also end up 9-7, then the Giants have to beat out the Eagles or the Cowboys. That's in a nutshell, it gets more complicated than that.

Thats basically right. Theres a whole combo of things that have to happen for them to get in, even if they win both of the 2 games left.
Funny thiing is, they can actually LOSE both and STILL get in!
