I can't get through on my friend's cell phone. Why?

I live in wisconsin, and I'm trying to call my friend who's visiting florida. I keep getting voicemail. It could be thats she's busy and hasn't had the chance to answer her phone, or could it also be possible that my calls aren't going through?

Or the phone is off, or your friend doesn't have service there.

You are getting through because you are getting her voicemail.

Maybe her plan or your plan doesn't cover out of state calls.
