Well, a 10 gallon tank is a little restrictive because of its size. However, there is no shortage of small, colourful fish!

You should probably get a school of 6 tetras (pick one type, as different tetras will not school together):
neon tetras http://img225.exs.cx/img225/3290/neontetra6mc.jpg
cardinal tetra http://www.thetropicaltank.co.uk/Fishindx/Fishpics/cardinals.jpg
lemon tetra http://www.aqua-fish.net/imgs/fish/034.jpg
harlequin rasbora http://tropicalresources.net/phpBB2/templates/BMan1Blue/images/profile_pics/fish_profiles_heteromorpha1.jpg
glowlight tetra http://www.solodvds.com/images/fish/Hemigrammus_erythrozonus_s.jpg
zebra danio http://www.winternet.com/~mchristi/fish/zebradanio.jpg
etc...

And one centrepiece fish, like a dwarf gourami

You could also get platies, they come in all sorts of colours. You could get 2 males and 4 females.

If you can find them, scarlet badis are great fish. That is what I have in my avatar. They have big personnalities and only grow to 1/2 inch or 3/4 inch, and you could have 4 males, or 3 males and 3 females. The only downside is that they will usually only eat frozen foods - no pellets or flakes.

If you want to go with something a little different, you could do a highly planted tank with some shrimp

And some tetras.

puffers are a general no no! they are way aggressive and you couldn't have any bottom feeders to help keep your take clean! you would have to have a species tank! however the other day i seen the cutest puffers and almost got a couple but them remembered how mean they are! if you can find them and really want puffers get the pea puffers! they almost get half an inch and you could put 6-7 in your 10 gallon!
other options:
platy
mollie (balloons are neat)
no goldfish (they are disgusting)
neon tetras
2 cichlids (yellow labs)
if you can visit a petco, they have great fish (never buy fish at Walmart, their fish tanks are over populated underfed and diseased and under cared for)!!! hope i helped

There is a kind of freshwater puffer that doesn't get big and could go in a 10gal tank, I can't remember it's name, they are aggressive with each other, so only one. They are yellow and brown in color.

Look into killifish, most are not very big and they are very pretty and hardy. Threadfin rainbowfish are another small and pretty fish that are not too difficult. Both of these types of fish like live plants in the tank.

You could always get some zebra danios. Some small tetras, go here, www.elmersaquarium.com and www.aqua-reliable.co.nr for information on the fish, and how to treat the fish. A 10 gallon will become very squishy really quick, so watch the size of the fish when they become adults very closely.

Neon tetra's are a shiny fish, but they only grow to be a around 2". I like the Fancy Tail Guppies their colors are great and they give birth to live babies (You would need a place for the babies to hide or the parents will eat them). Another beautiful Fish is a red tail black shark, they grow to about 3-4" (they are not man eating sharks) Have fun with setting up the aquarium!

1st if the tank has been running for only a few days, its highly unlikely its cycled yet(unless you used a seeded filter). 2nd a ten is fairly small, but your in luck as there is a dwarf puffer species in which it is FW. Check your local petsmart, as they usually carry them. Only get a few for now, but these guys are small, and will help your tank fully cycle safely. Feed lightly for the first few weeks. I would recommend as a species only tank.
