either it is past its sell by date or it could be that it has been stored in the fridge. which happens quite often

I just saw an answer to this question in the Washington Post - it is from the chocolate "blooming" which means that some of the cocoa has separated and risen to the surface of the chocolate.

Most important part: it is still fine to eat!

It is when then chocolate gets hot and starts to melt then cools down again.
You also find it a lot with chocolate is very out of date.

its something to do with the chocolate melting then hardening again

its been lying in a warm place for a while and then cools . thats why that happens i think!
