Yes, a really good, light foundation can make you're nose look smaller. It contours the appearance of it.
I think the purpose of a foundation is to even out skin tone, so ya don't have dark patches here, light there, which can prevent the look of you're face from coming together.
I don't think powder is always needed. Even the base foundation itself, is probably not always needed. Sometimes ya just really crave a nice, bare feeling.
But powder can help give a finished look. On the other side, no matter how light it is, it can also feel and look a little heavy, so ya gotta weigh out the pluses and the minuses and go with what ya feel, kind of.
I love Skinlights! At Walmart, or other places. It doesn't say "light defracting", anymore.
But I believe that is what makes a Great foundation, I love light defracting make-up.
Eye makeup and lip stick can be nice even without foundation, and they might do what you are really looking for in a foundation. Except for the nose contouring that is. Good Luck!
Blemishes should be treated with health care, not just covered up. They could worsen and scar. Keep them clean, and I'd recommend, uncovered to get the air. Maybe neosporin.

Foundation helps to even out skin tone. It can also help to minimize blemishes.
The powder 'sets' the rest of your make up which helps it look more natural for a longer time.
One of the ways you can make your nose look slimmer is to use a lighter shade of foundation along the sides of your nose. just the sides, not the ridge on top, or the end. But be sure to blend it well. What it does is create an illusion of light which makes your nose seem slimmer. Likewise putting a little but of the lighter foundation on the end of your nose will help to make it appear shorter. (Not sure if that is something you were looking for, but I thought I would share anyway)
the key to having this work is all in the blending. That comes from lots and lots of practise. Practise it at home, and when you think you have got it to where the lighter foundation isn't looking like a strip, then go outside and see how it looks in that light. Keep tweaking it until you are happy with the effect.

Yes it covers blemishes, yes it CAN make your nose look slimmer, but I'd recommend a nice concealer along with it for that. No, you don't HAVE to wear powder over it though it smoothes it out and keeps you from having the "shiny" look.
I would also advise you to ask a friend/relative to show you how to use the concealer for the full effect you are needing... another thing you can do to take away from your nose is to dress up your eyes, lips, cheeks etc, so people's eyes naturally see your better features.

Okey, the point of foundation is to give your skin a base. (hence the name foundation)
Is it supposed to cover blemishes?
a: Yes and no. Covering blemishes is the job og conceler. If the blemish is sever enough, then no, it won't cover, it will just add color to it. So, we use a thicked type of foundation (conceler) to cover that blemish. then you cover that with your foundation, to smooth and blend. But if the blemish is minor, like red spots, then your foundation should cover that just fine.
Q. Will it make my nose look smaller?
A. No. You need to add shadow and highlight to make your nose, or any other part of your face change its "look" If you want your nose to look smaller, you shadow the sides and highlight the bridge. Same with any other part of your face. Take a flashlight and try differnt angels so you get an idea of the shadows and contures of your face.
Q. Do I have to wear powder?
A. yes and no. This depends on the type of foundation. If you go with a liquid or moose, yes. You need the powerder to set your makeup. Without it, you will look oily and wet, and your makeup will smear. Now, if you use a cake (which is just a solid powder that is set in a block and you apply it with a wet sponge) it will set on its and dry to a powder, but you get your coverage.
And, after all your makeup is done, ALWAYS take your biggest poof brush and brush off any lose makeup you have on your skin!

It just makes your skin tone look even and smooth. It can help cover blemishes, but i've never known it to slim your nose. Some foundations need powder because they can make your face oily

Yes, to cover blemishes and will makes your skin looks smoother. It is not a compulsory to wear it with powder, but i know some foundation is good to go with powder which make it looks more natural!

Foundation is to give your skin even color and make it look flawless. To make your nose look slimmer, take a brown blush and lightly shade both sides of the nose from the inner eye to the nostrils. Do not put any on the top of the nose! Seriously, it does help, but make sure you don't do it too dark.

Go to the mall and go to a Mac counter (or any one) and ask them to show you how to apply makeup for a nose slimming effect. There are books that have make-up tricks and techniques as well (one is "Making Faces" and "The Art of Makeup" By Kevyn Aucoin) Foundation does cover blemishes and powder sets it.

when you see these celebs and models with that flawles , polished face, thats with a little help from foundation. foundation is used to make skin tone even, hide any blotches, blemishes and age spots as well covering dark circles. foundation also helps control shine and helps light reflect better on your face.
the best way to apply it is to wash your face first, painting on a clean canvas , then apply mousturiser as a base primer for makle up. this will help the make up sit better on your face and the make up wont clog your pores. applying mousturiser you will also find lasts longer. after mousturising next apply foundation, either with sponge or finger, prefarbly fingers it helps the foundation to get in all nooks and crannies. then apply blusher if needed. lip gloss is always last to go on . then lastly dust your face with powder, helps to seal the make up and gives a radiant and polished look
