how do I locate my person or character?

I'm confused. Are you asking how you get a home for your person? If so you need to click on the "My Place" button on the left hand side of the main screen and it will prompt you to create a house.
If you're looking to sign up for a new account look at the upper right hand corner of the initial screen and there is a sign up link there that will help you create a new mills person.

Under the listing the city, downtown, my place, my stuff and arcade you will see your person and under your person it will say cuztimize click on that and it will change your look! im not sure wat your sayin but thats as close as i can get
