It's unfortunate no one else answered this question with a "no".
No, I don't think Fooly Cooly has a traditional anime feel to it. It is an anime, as it was an animated series produced in Japan. However, the pace at which the story is told is not very traditional.

I'm guessing you don't watch much anime. Otherwise, you'd know that FLCL _is_ an anime. It certainly isn't an American cartoon. Come to think of it, if you had watched any other anime, you would have noticed the other anime references throughout the show.
