As this is the UK/I site I'll give you the English answer, and that is:
80xxx are text-message numbers for mobile phones, usually used by the likes of TV companies to get viewers/participants to text in to them using a 6xxxx or 8xxxx number.

They will be text message numbers, and 5 digits long, usually spam, or a number to ring from a TV programme.
All other phone numbers begin with 0
