That depends. If you say dirty as in "cheating" then Ric Flair. But if you say dirty as in "filthy" then I would say the Boogie Man. That's one character that I will never understand.

Edge and Orton can be up there in consideration with Nature boy.I believe Hot Rod is pretty dirty himself.
WWE had an issue of magazine with 51 worst offenders (meaning 51 top dirty player in WWE- unfortunely i didnt pick one copy up but i do know Roddy Piper is number one on the list)
