Aleene's the maker of tacky glue and Jewel-It used to sell a transfer medium. You painted this glue stuff onto your paper backed photo (not any instant photos like poloroid peel and develope) then you flipped it onto a poly cotton blen ad when dry, you soaked the paper with water and rubbed off the paper to reveal your photo.

Do a line drawing of the picture, scan it into your computer...do it as a reverse image if there is text in the image, print it on paper in black ink (this doesn't work for laser jets) and you can iron it onto the T shirt as a temporary guide. You can then fill in the lines with colour fast ink pens like a colouring book. Make sure to put something between the back and front of the tee shirt so the ink doesn't bleed through.

Sharpie markers will be permanent on cotton fabric and are now available in a rainbow of colors.
If you have a specific design or drawing you want to do, make a simple lightbox by cutting a hole in the side of a cardboard box and sticking the bulb end of a lamp inside it and a piece of glas or plexiglas across the top. Put your image on top of the lightbos and the surface of the shirt you want to draw on right over the image. Tape everything into place so it doesn't shift while you trace it.
My nieces and I use sharpies to color on clothes and shoes, it's way cool. Practice on something you don't care about first!
