I had this happen once about a year and a half ago so I hope I can remember exactly how I did it. You'll have to use the boolprop cheat (hold down Shift + Ctrl and tap the C key. Then type boolprop testingcheatsenabled true) and I think you click the "make this sim selectable" or something like that. You might have to do this process twice and choose the unselectable/selectable option until they show back up in the family panel...
But yeah, the person who said that the deleting-your-sims cheat was mainly for the original Sims game is right. The best thing to do is to leave the sim house you're playing (DON'T save) and then just re-enter that house from the neighborhood screen. If you must use a cheat though, the best one is to enable boolprop(again use the Shift/Ctrl/C shortcut), and type "maxmotives". I guess we both learned that the hard way... lol Hope this helps. =)
PS. To get rid of the text box if it's still there when you're done typing in your cheats, simply enter the word "exit". =) And also, to turn the boolprop cheat back off, type "boolprop testingcheatsenabled false".
