It was a movie where they "invented" an oceanic
plant to feed the hungry of the World. But one guy
found out the magic food was actually homeless
people getting ground up into hamburger!

It is a movie from the early 70's. Quite an interesting one at that.
It is based on a novel by Harry Harrison called Make Room, Make Room.
The item soylent green is a food source in the movie. The plot revolves around the main character finding out that the food source is not made from a type of algae like the government is saying but from recycling the dead.

It is a horror movie about people getting chopped up and sold as food, called soylent green. Look up "soylent green" on wikipedia.

Sure, I have that movie. It stars Charleton Heston. Soylent Green is the graham cracker type of food made out of people who were sick or old.
