I'd have to vote for the Nausicaans because they were irrationally violent. At least the others had a code or creed. It might be a malevolent, selfish code (Cardassians) or genetically programmed into them (Jem Haddar) but they had a code. There were "positive" (albeit alien) aspects to their cultures. Their values might not be our own but they had discernible values.I never saw anything positive about Nausicaans in any of the episodes that I saw.

The Jem Hadar, the genetically engineered soliders of the Dominion, at first glance. Klingons can be violent, but a lot of it is just bluster, like bikers. who can be down to earth people. Both races have a code of honour, but the Cardassians and the Romulans don't really have the code of honour. They can be extremely cruel...

My vote... Cardassians. Look at the mental, physical and emotional violence they inflicted on the Bajorans

While races like the Kazon and Klingon have violent cultures, the Borg are the only ones the have no form of conscience and will eradicate a civilisation it were to suit the purpose.

The most violent in Star Trek that I have heard of would have to be Vulcans before they adopted their sense of "logic". Before that it has been explained that they lived totally on emotion and were extremely violent to te point where the almost killed themselves off.

I would say slip a coin between the Jem Hadar and the Borg. The Jem Hadar are probably more vicious, but the Borg have done more damage overall.
