try turning the phone on while the phone is still plugged into the charger to see if its the phone or the battery. If you have a spare battery, you could try charging that one up, first thoughts are the battery may not be inserted correctly. If any of your mates have a similar phone you could try switching batteries to see if its the battery thats faulty. If the phone is new you can take it back to the shop - it should be fairly easy to check if its the phone or the battery.
