Your public IP is assigned by your ISP. Rebooting the access device -- modem, router, whatever MIGHT get you a new IP. My cable IP has changed once in 5 years even though the equipment has been rebooted many times.
Why do you need to change your IP address? A little more information might help a lot.

In windows XP:
Right click the "my network places" icon then properties. or go to the control panel > network connections.
There you should see "Local area connection"
Right click it, then click properties.
Now look in the center of that box... look for Internet protocol TCP/IP
Double click it.
There you can change your ip...
But if you put the wrong one... you will not get connection to the internet.
if you want to change your ISP ip address... thats another story... and for that, you will have to try umpluging the modem or router they gave you for a couple of hours... but that might not even help.

You could:
[For Windows XP] Start>Control Panel>Network and Internet Connections>Net Work Connections>Right click on the Active Connection>Repair
OR
Open up Command Prompt [Start>Accessories>Command Prompt OR Start>Run> type in "cmd"]
Then in Command prompt type:
ipconfig /release
then
ipconfig /renew

My Network Places - Properties. Select the connection you'd like to modify, and chose it's Properties. General Tab - TCP/IP - and then you'll figure out the rest :)

it depends how you are connected to the Internet. if you are on a work or school LAN those functions are restricted to the network administrator. if you are want to change your IP address on your home computer which uses broadband there are many solutions.

your IP address is assigned by your ISP...
Buy a router and use NAT and assign a private address to your pc i.e. 192.168.1.101
