I usually play in the Scottish First Division and struggle to get anyone to sign. The best bet is to raid Man U's/Arsenals/Liverpools/etc youth players for a couple of loans on players that are in the last year of their contract. Most times the player will get released at the end of their contract and are happy to sign on a free.
Otherwise try Jason Scotland from St.Johnstone (Scot Div 1). He can be bought pretty cheap and is a bit of one man footballing maching in the lower legues (or the crappier top legues like Scotland/Norway etc). He is a Trinidad and Tobago international and usually puts in a transfer request early on. I bought him for Wolves and he was second top scorer in the Championship and had a 7.34 average (god I am sad!). Otherwise loan loan loan.
