I'll be running this off my pc. No network, no web access. Just a simple exploration of mysql.

SQLyog is great. You can find it at http://www.webyog.com/en/

I recommend using it along with the Tutorial in section 3 of the MySQL Manual which is installed automatically with MySQL 5.0 or can be downloaded on its own from the MySQL site.

Also, if you have a localhost webserver with PHP installed, you can get PhpMyAdmin.

i recomend you MySQL Administrator
but I use Mysql front end that it is not free
if you use php try PHP MyAdmin

You can download visual webdeveloper (free) from microsoft here: http://www.asp.net/downloads/getvwd/default.aspx?tabid=62
With this you can do aspx applications.
Also you can learn AJAX which is javascript with data access.

For the rest of your retards: he asked for a "front-end" application.
