Kind of need more info: Basic thing is, Can the drive read CDs, data as well as music, and even DVD data and movies? After that, The first thing I would check is the cabling for the DVD drive.
If that is all fine, then the issue may be software related, and that is very much an OS issue.
If the basic checks fail, check the laser, use either an optical cleaner ( be a bit careful), that may helpful. If that is all out of function, then it is ultra cheap to get a DVD Burner, and you can get a good one from 40 US dollars up.
I guess the essential question is, how old is the unit, and how much use has it had ? If it is new, may still be covered by warranty; alternatively, if it is old, and heavily used, then it may just have died.
Check out Roxios sites for software options, and you may evenm be able to get some fully working demo pieces that can fix issue; However, kind of need more info, since much of what I could say is very system specific.

Make sure you have the right type of media for the drive. Sometimes drives will take a CD+R but not a CD-R, or vice versa. Before I assumed it was broken, I'd make sure the media was correct.

The laser lens probably needs cleaning, just get a cleaner, you can get one wherever computers are sold, or a place like Best Buy.
