I believe the main reason is that adults in the inner city aren't motivated. They're stuck in crappy, minimum wage jobs, and the kids see what the adults do. For the smart ones who do realize they need to do well in school, they're called "sell outs" and "wannabes" by their less intelligent peers, and they don't want to be made fun of. It's a vicious cycle.

I taught school in the inner city.. Violence was part of everyday life. Drive-by shootings were the order of the day. Domestic violence was common. When the principal visited the kid's homes he found that most of them lived with no bed to sleep in, almost no food, and no table to do their homework at. Rats and roaches are their constant companions.Their basic needs are NOT met. They see life as a battle and EVERYONE as an adversary. There is no way they can see the importance of education You are assuming that they have knowledge, love, care, guidance and maturity. What they have is anger, despair, loneliness, hunger, severe deprivation, fear, and depression. There is no room for education in the psyche of a kid who lives like that. They are just trying to survive.

No one told them that education is the way out. They think it's normal to live that way and are not shown any alternative ways of life. Sad, but mostly true.

They will turn out just like the people raising them. It is almost as if the behavior is innate. People can only do what they know.

Too many distractions...drugs, crime, poverty, peer pressure, gangs. Plus, you have to remember they are still very immature. They can't see the importance of education...
