Details details detail.
Ask them where they are calling from, ask them their names, write all this down along with the time and date they call.
Inform them they you wish to be taken off their list immediately. If they say something such as "it may take up to 60 days to remove you from our list" note that also.
As far as it taking up to 60 days to remove your name and phone. Ask them if they are in front of a computer and if their keyboard has a delete key and if they know how to use the delete key.
Ask to speak to a supervisor. Remember to note names and information give by each person. Explain to them then that you have all their info that you have asked to be removed from their list. Further more inform them if you aren't removed within 24 hours, you will turn their names and information over to authorities or your personal lawyer.
This has worked for me in the past. (Note I don't have a lawyer..but do they need to know that?)

Since you have not invited them to call you or asked for information from telemarketers and solicitors they can be told
' I have no interest in your services or product - have a lovely day - goodbye. If they just keep talking then say 'Thank you but NO' ......Then hang up the phone.
Bill collectors are a different story you need to let them know when you plan to pay what you owe - if after telling them they continue to harass you ask to speak to a manager and advise that you do not want to be contacted via phone again only via mail.

ask for the company name and note the time. Then tell them that you are on the do not call list and you are reporting them (make sure you get the name first). Then you can either call the do not call number or the website and report them. Charities and surveyors are not stopped by the do not call list though,so keep that in mind and some companies will now ask you at some point to donate somewhere and this qualifies them as a charity.

"Please put me on your do not call list" is sufficient. Put yourself on the national do not call registry. If you are having a real problem with a particular telemarketer, make a note of the numbers they are using to call you with and specifically report them to the FTC at www.donotcall.gov. You can also block the calls directly from your personal phone--call your phone service provider to check how to do this in your area. Did you know that you can also report Fax bombing to the FTC as well? I run my business out of my home and tend to get a lot of telemarketers on my main line and my fax line. Another option to limit who can contact you by phone, fax, or MAIL is to OPT OUT with the national credit bureaus--call 1-800-5OPTOUT. This will reduce the junkmail coming to your house tremendously--stops credit card companies and mortgage companies from sending you unsolicited offers--and keeps them from running inquires on your credit.
Spam is another story--if your email server is not doing enough, you can report spam directly to the FTC by forwarding spam to SPAM@UCE.GOV.
Lastly, and I hate to say this, the best way to get bill collectors and solicitors to stop calling is to PAY THEM! If you owe someone money, then man up. If you are in dire financial straights--then negotiate a settlement with the bill collector and follow through with the agreed-upon terms. Sometimes they will settle the debt for as much as half that is owed--just call and see what they will do. Don't forget to ask as a condition of prompt payment that the bill collector deletes the information about the collection from your credit report--you can wrangle this little coop about half the time--then the late payments won't show on your credit report and your credit score won't go down. Get the agreement in writing prior to payment--they are nasty and smart and will not hold up their end of the bargain unless you force them to.
I just got done with a successful 9 month battle against the credit bureaus about some inaccurate and very damaging information on my credit report. I won, without a lawyer, and not only got the information removed--I got a punitive settlement in cash as well because I exercised my rights under the Fair Credit Reporting Act. Read your rights as an American consumer thoroughly on the FTC website.
If you are not in the U.S., I'm sorry--wish I could help more. Good luck.

You can enter your number into the national do not call registry, go online and type "do not call registry" in the seach bar. Once you register your number, you must allow the companies up to 30 days so your information is put into the system. If they continue to call after that, you can file a complaint and they will be in trouble. When they call, tell them your number is on the do not call registry, they usually hang up after you say that.

What itsjustforme said if you're on a do not call list. Otherwise ask them to remove you from their list and if they call again, tell them that you'd asked to be removed and you are going to start keeping a record of their calls. Then start keeping a record. Company, date and time and caller's name.

I agree, either call the do no t call list or be sure to ask them to remove you from their calling list, if you tell one person not to call anymore, they hand your number over to another person in their department and they start calling you. So you have to ask to be taken off the list.

"I am on the do not call list. Do not call me again or you will be reported. Remove me from your list immediately." And then ask them for all of their information so that you can file a report. If they do not give it, threaten to have the call traced. You can bet they won't call you again! ;-) Good luck!
