Go to your local SBA office or at least start on their website... they will help you write a good business plan and put you in touch with banks that lend government backed money.

I do not know what state you live in, but in California there are many resources. Go to your locate college business department, and inquire about workshops for starting a business.
We have the 'One Stop Center', excellent resources pertaining to jobs and employment. Search the Internet for small business resources. Contact the SBA and they will give you guidelines, and contacts to follow through on.
I hope that you realize money is not everything. The first year you will be lucky if you brake even financially. My first year in business I worked six days a week, I had to make decisions--business or friends. I was determine to put in what it took to become successful. I joined the local Chambers of Commerce, and a national woman business group. Between the two organizations, I learned from them their mistakes and how they became successful. Don't try to do it on your own, referral and support are the key factors to success.

yes , you need the following:
An executive summary- brief discussion of your business, mission statement and start up cost.
an mission statement tell them what your business is all about
Company history if it is brand new tell them when you plan to open it
an a service plan to tell what type of serivecs you offer and what type of business are you in
products and services to tell waht you sell and at what price
operational plan to tell what non human resources you need like buildings and other materials for the business
Personnel plan to tell who are you hiring and how much you are paying for salaries( if you offer benefits included that too)
Management plan is to tell is who the manager and includes a resume of each person managing the business
marketing plan to tell how you will advertise and sell your product and services
Competitive analyses is what is your competition and why people should go to your business
and finally the research and development page where you can map out your financial projections and Capital structure- how much you need to borrow from the bank and how much you can put into it and where are some other sources you can get money from like family and friends
