At first glance, it would appear that humans are capable of all the logical processes that make up this Universe. That is to say, our minds, as a logical system running on the Universe, are equivalent to that logical system, as are our computers. If this is true, then yes we would be able to make a simulated universe that runs the same way the real one does (it would just be smaller).

However, there are certain facts about quantum mechanics which may yet upset this idea. That is to say, it is possible that our minds are NOT as capable as the logical system which is running the Universe. In this case, it may be impossible, for the moment, to make a complete simulation.
