Will an overrunning clutch transmit torque in one direction and turn freely in the other direction?

No. Full lockup in both directions.

A slipper clutch does this. The clutch will slip on the downshift to prevent the tires from locking up.

Found in high performance motorcycles...

Yes, such as a Power Take Off over running clutch, such as used on farm machinery.
