Buy a model car for the boy. Pick a real American looking car like a Hummer or a Mustang. Don't get one that needs batteries or does anything fancy, just a simple model like the one in the link.
As for the girl, get her some kind of doll. Whatever you get make it very American looking. The novelty will be giving something that isn't readily available in China.

It depends on the age of the people. If the limit is $10 then I agree a gift card would probably be a good idea.

They have mineature Magna Doodle boards that most kids love. They are great for traveling and are only about $5-$8 at your local drugstore or Wal-Mart. The link below shows the full-sized version. Since you didn't give an age, I'm hoping this is for a child under 10.
