New Orleans is a pleasant place to migrate, they are rebuilding, which represents jobs. There are 200,000 resident spots that remain open due to the rebuilding- those people have chosen not to return. As a large metropolitan City there are all types of venues visiting the city during its restoration, its a good place to network and if nothing else a wonderful place to use as a starting point to head elsewhere should you become antsy to move on!

Birds and animals migrate. People immigrate.
That said I agree that if you are thinking of a place to get a new star New Orleans would be a great choice. The city is rebuilding and desperate for new people. It is a city with a great history and culture. It was great before the hurricane, and can be great again.
