Decline in street crime would be done by the use of CCTV cameras and also the use of police offices being able to communicate instantly via walkie talkies.

Information Technology has contributed to the increase of white collar crimes by alluring a more "intelligent criminal" to a "victimless crime." I would argue that IT has not had any bearing on street crime.

Read "More Guns, Less Crime" by John Lott. This is a very statistical book and will show you what trends violent crimes.
