No. It won't be the president who reinstates the draft. Congress has to do that.
And since Democrats now control Congress you will not even hear Democrats like Charlie Rangle or Alcee Hastings even mentioning a draft. Because now the Democrats would have no excuses for not doing reinstating the draft.
What I do see is approving troop levels for the Army and Marines to be much higher. NONE of the service branches want a draft. They want to stay with an ALL voluntary force.
Here's another thing, what are you going to draft them to do? The days of using troops for cannon fodder are over.

I seriously doubt the draft will be reinstated. While it's true that the Joint Chiefs of Staff are saying more troops are needed for operations in Iraq, they shudder at the thought of a draft for one very good reason: The armed forces is an institution founded on the principles of respect, discipline, integrity, and devotion to duty. The men and women with stars on their shoulders are not stupid -- they know that bringing in draftees who don't want to be in the military in the first place (and bringing in criminals who choose the military over prison) will have a highly detrimental effect on the preservation of good order and discipline. The end result is a much-less effective military force and expenditure of a heck of a lot more resources to deal with those individuals who engage in misconduct or fail to meet the standards. If our newly elected leaders are smart, they'll listen to the military leaders and nix the idea of a draft.

No they will not for many reasons first of all they have just lowered their standards so they would be able to accept more volunteers second it will cost 2 billion dollars for every 10,000 new recruits. Third the army does not want dregs, malcontents and losers being force to join the military as evidence on yahoo answers. The military has changed they need competent intelligent recruits that wants to defend our way of life that would eliminate at least 75% of all liberals.

I did hear something about more troops needed in Iraq.
If the US forks over more premium pay to get recruits to join it is too costly...
If the US forces the draft the cost is way too much and downright unjustifiable.
The US will have to do something;
either cut their losses and leave or escalate the intensity of conflict.

If there is ever a shortage of soldiers to properly defend the country then a draft can and probably would be reinstated.

The draft is a very unpopular subject. You need to let your representative know how you feel. The republicans know that it is political suicide, I guess the democridiots that are backing this bill will find that out soon enough.

George failed to appear. He is not for it anyway. The Dems are cowards and will not face the fact that gov is not nice enough to support the volunteers properly. They are changing the subject and drowning it out.

If Bush is not impeached it will surely be reinstitued.
Bush intends to escalate the wars we are in, and invade Venezuela too.
Heck, they complain about gays in the military!
The time will come when they'll take any able-bodied person as long as they can do hand-to-hand combat for their nation.
