The first thing you need to do to be a voice actor is, take voice lesson. be sure that you can do a lot of things with your voice. Next you should make a demo of your voice and not a cheap demo, it would be better to get it done in a studio. But this demo should include some voices that you can imitate or do well, you should probably pick your best voices to put on the demo. Then you send it in to some casting directors and hope you get the part.

Most voice actors are regular actors first. Look at my favorite cartoon, Batman: The Animated Series. It had the best talent. Kevin Conroy (Batman) was actor of stage and screen, Richard Moll played Bull on Night Court before he played several characters. John Glover (the Riddler) is also Lex Luthor's dad on Smallville, etc. Even Michael Rosenbaum (Lex from Smallville) performs as several characters on The Justice League, Batman Beyond and others.
Most voice actors do that in their off time when they aren't performing on the stage or screen. A new trend is a lot of stand up comedians are taking roles in cartoons too.
Also most voice actors tend to be older, as the voice quality is better later in life and records better. Many of them tend to record their lines early in the morning too, because your voice is naturally lower after you wake up from a good sleep.

Certainly "Voice Overs" are primarily scripted, especially for commercials, and take a certain degree of talent and ability.
It is ACTING after all.

One should have a distinctive voice, study character, situation, and script. Nuances play a large part in the "roles"

Strictly speaking, NO you need not be an established Actor, but without question, you better know how to "Act"
