Yes, it can. There are already a number of people working on it with some promising developments so far such as inorganic nanocrystals and semiconductor inks. Because the scale is on the same order as the wavelengths of light, devices can be "tuned" to produce power under different conditions.
Currently the efficiencies are low compared to other technologies - only about 4 or 5% versus 20+% for silicon, so the nanodevices are not commercially viable. Yet.
