Not all those who wander, are lost.

Is that the correct way to say it?

I believe it is part of the quote..... "All that is gold does not glitter, not all those who wander are lost. The old that is strong does not wither, deep roots are not reached by frost." — J.R.R. Tolkien

Here's the full Tolkien quote:
“All that is gold does not glitter, not all those who wander are lost; the old that is strong does not wither, deep roots are not reached by the frost. From the ashes a fire shall be woken, a light from the shadows shall spring; renenwed shall be blade that was broken, the crownless again shall be king." It's one of the LOTR prophecies about Aragorn.

Yes that is the saying, but in order to make it grammatically correct, you should drop the comma after the word "wander."
