I suppose you mean about the Balkan war!
Well, the Ottoman empire was ready to totally brake down!
Further, the European states wanting to split the region into smaller states guided by several states so that there would not be a large unique Balkan state and easily rule over all of them!
The people in the Balkans, mostly Greek, were developing their conscience and understood that freedom and Independence would allow them to prosper. Thus, they were united but into different inclinations, so that we see the different states to be forming after the ending of the war!

The Balkans at the time had quite a few resources and access to the Adriatic Sea (a connection to the Indian Ocean and therefore to anywhere in the world by boat; a big deal at the time considering the infancy of flight capability among all nations). Added to that, their governments were not very strong. Russia wanted their access to the sea, all the other countries wanted the resources, and no one wanted to share. Conflict here and the lack of diplomacy brought all the various countries to the brink of war; and the death of Archduke Francis Ferdinand of Austria pushed it over the edge.
