It seems like in the NCAA there are less fouls called which in turn makes for more exciting basketball imo.

Highly unlikely. Especially after David Stern implemented no-handcheck rule on the perimeter.
Remember 2006 NBA Finals?

Its gonna increase for a season or two, because the league and refs are under new rules! So the players are soooo used to getting away with stuff that david stern, doesnt want it to continue though. So hes making the refs, make those calls and call every foul they see, so the players will get used to them and adapt.
All part of a way to rebuild the NBA's image which is stupid but whatever.

well NBA refs call the dumbest sh!t but then wont call the obvious stuff.... so I guess it kinda evens out in the end.... NCAA refs are definitely MUCH better refs than the NBA refs, so the number of fouls have to go up becuase NBA refs call a lot more... in fact i think at the laker game I went too I SWORE it was a zebra out there with a whistle glued to his mouth who blew it every time he breathed... but oh well...
