Most municipalities consider 2 steps to be stairs. Two 'treads' - the part you walk on. Being considered a staircase means alot in that there are certain codes you have to abide by. For instance, it will have to have a handrail if there are two steps and the treads are less than 2 feet deep. So, basically if you have one step, it is a staircase, because the floor from which it arises from is one, the step itself is two and then the top floor is three.
That has been the case for all the homes I have built in the past twenty years.

2 are called steps more then 3 are called stairs!

I would think more than 3 or 4.

there is 10 in one half of a flight (before u get to the next landing) 20 if u count the whole flight.
